Packaged Terminal Air Conditioners rely on chemical refrigerants to move heat — that's how they cool and heat a room. Those refrigerants work brilliantly inside a sealed system. But when a unit is carelessly scrapped or landfilled, those same chemicals become a serious environmental hazard.

Refrigerants released into the atmosphere can deplete the ozone layer and act as powerful greenhouse gases. A single pound of certain refrigerants can have the same warming effect as thousands of pounds of CO₂. The Legacy Problem: R-12 and R-22

Chlorofluorocarbons like R-12 damage the ozone layer through a chain reaction: UV light breaks the molecules apart, releasing chlorine atoms that bond with and destroy ozone molecules. A single chlorine atom can destroy thousands of ozone molecules before it's neutralized. The 1987 Montreal Protocol made R-12 production illegal in most of the world, and R-22 followed under subsequent regulations.

If your property still has units from the late 1990s or early 2000s, there's a strong chance they contain R-22. These require EPA-certified technicians for any service or disposal work.

The Current Standard: R-410A and the Move to R-32

R-410A replaced R-22 as the industry standard, and it's still common in PTAC units produced through the early 2020s. While it doesn't deplete the ozone layer, R-410A has a Global Warming Potential (GWP) roughly 2,088 times that of CO₂ — meaning even small leaks carry outsized environmental consequences.

Newer PTAC units are increasingly moving to R-32, which has a GWP of about 675 — roughly a third of R-410A. R-32 also requires less refrigerant by weight to achieve the same cooling effect, making systems more efficient. When you're replacing old units, choosing R-32 equipment is a meaningful environmental step.

The Real Risks of Improper Disposal

What the Clean Air Act Requires

The Clean Air Act (CAA) is the federal framework governing air quality in the United States — and it has teeth when it comes to refrigerant management. Section 608 specifically regulates the handling, recovery, and disposal of refrigerants used in air conditioning and refrigeration equipment.

Under Section 608, it is illegal to knowingly vent refrigerants during the servicing, maintenance, repair, or disposal of HVAC equipment. This applies whether you're replacing a single unit in a hotel room or disposing of an entire floor's worth of PTACs. The obligation to recover refrigerant before scrapping equipment falls on whoever is responsible for that equipment.
